We consider this to be an important requirement in order to secure inter-operability with modern browers across platforms and with assistive technologies for accessibility.
As we are a charity, we cannot guarantee every page to validate as we do not have the resources. But this stated level of service should, we believe, be enough to make the services we offer through the website available to most users whether or not they are using assistive technologies.
